So far, I've had good things to say about PayPal. Opening of account and
verification steps were orderly and easily achieved. Transactions have been
smooth, goods arrived after payment, refunds deposited promptly, accounts
clear and easy to understand, transfer of funds to personal bank account
within 3-5 days as expected.

All said, there will always be ways in which cheats can abuse even a fine
system.
