I'm chiming in to share my experiences:

under similar circumstances (developer powder looks / feels / seems
unreliable) I used to use  the cut-off film end - if it becomes black in the
right time & temperature (you can even fix it to test its proper density) -
then the developer is OK; if not, it's not.

The last batch of 5 liter Xtol I mixed (a few months ago) had the A packet
so hard and caked that it took three hours in a magnetic stirrer to get it
all into solution. Then another couple of hours for the B packet.

It worked perfectly.

And still works. Just used some over the weekend.
