Heisenberg didn't understand fast neutrons yield and didn't solve the diffusion equation until a few days after Hiroshima.

I'd have to read the book again but it wasn't clear whether it was a 
combination of NOT having the resources and/or conscious dragging of 
their feet.  What I remember is that it simply wasn't just lack of 
resources.  As a freshman at U. of Chicago I saw Werner Heisenberg 
speak at a physics lecture - wasn't sure what he said ( my Heisenberg 
principle:  you can never verify that you both saw him AND understood 
what he was talking about - it's one or the other!)
