And it is regarded in most circles as "street photography". Street
photography does not always require skewed views of in your face crowds in
the style of Winogrand (as good as all that is).

Atget's work is usually considered one of the important sources and
originators of street photography.

You don't always need people to be in it for it to be street photography.
