Definitely not, Zeiss was looking for three important factors, quality,
experience and price to put their design studies into production.
They didn't have to look very far either.
Cosina has proved that excellent quality lenses can be made at a
reasonable or acceptable price
Cosina has proved that they understand how to build RF bodies, also at a
reasonable price
Cosina has also proved that there is a market for these products

Add to this that Cosina has let Epson finance the development of a
digital RF, and in return has the technology to do it again for Zeiss,
and that CZ probably has the most stringent QC requirements (maybe with
the exception of Leicas lens QC) in the business.

This all adds up to CZ winning hands down on all counts with minimalized
technological and market research investment. From what I heard from the
Zeiss people at Photokina they are all very excited, confident and more
then optimistic about their new camera. You could feel that they are all
determined that it should be a success and convinced that they are going
in the right direction.
