Because, in the late 1960s a movement known as "deinstitutionalization"
began to meet with some success, and by the early 80s our mental
institutions - I believe the technical term is "looney bins" ;-) - were
pretty much emptied out. What this means is that folks who in the bad
old days would have been locked away, are now roaming the streets, free
to do whatever the voices in their heads tell them, for instances, "pay
$30 for that black paint MP!" :-)
