I think you're expecting too much.

Vuescan is not a silver bullet for scanning.  If you have scratched or dusty
silver-based black and white negatives, plan on spending time in Photoshop
after the fact correcting them.  You can use different sofware-based
approaches, but they end up softening the image, too.

You're no worse off than if you were printing dusty and scratched negatives
using conventional methods.  Except that you only have to "spot" your scan
once and then make perfect prints time after time after time.
