I really hope you don't applaud where they are coming from.  They are
making the determination based on the quality of the photo, not on the
presence of copyright marks or some other definitive indication of the
fact that a photo is the work of a pro.  It is possible for an amatuer
with the equipment available to them today to take photos that can
appear to the uneducated to be the work of a professional.  It's a
stupid policy that I suspect is either isolated to a store or two or
so terribly misguided that it will be rather short lived.
