The Epson's UltraSmooth Fine Art paper is beautiful for both color 
and B&W, but it only comes in large sheets or rolls.  I use a 
Rotatrim to cut it.  Most of the papers are quite a bit cheaper in 
large sheets than small packs, so you could pay for a Rotatrim pretty 
quickly.
