No, it's another standalone program from DLC (Digital Light and Color).
Rather inexpensive.

They have a masking feature which is very nice and convenient for
digital dodge/burn along with applying other effects selectively. The
program's "Advanced Sharpening" feature combines sharpening with
noise removal in a very interesting way that is also a popular feature
of this program.

 From their BBS, it looks like many folks use PictureWindow alongside
PhotoShop - using each program for their respective strengths.
