So I have no idea if this suggestion has already been posted. This is much easier in Camera Raw. Just select the straighten tool, draw the line and the image is straightened and cropped non- destructively in 1 step. With CS3 this can also be done with jpegs. And TIFFs I think. In any case, if you have a tilted horizon, go to the tools palette in Photoshop and right click on the tool that looks like an eyedropper. The drop down menu will say Measure Tool. Select it and then use that tool to draw a line along the tilted horizon (or a tilted tree or building vertically) then go to Image > Rotate Canvas > Arbitrary. It will tell you how many degrees your horizon or tree is off level. Click OK and it will straighten the horizon or tree for you. Then you just need to crop the photo to fit the new horizon.
