Nathan,
First, why change to TIFF when exporting to another folder?  PS handles DNG
files just fine.

Second, as to small rotations, if you open the crop dialoge from the tools
on the bottom tool bar you will now get a rotate option that can be
controlled in degrees or just like in PS with a measure tool that then gives
you an exact rotation.

I hope this helps somewhat.
