Mehrdad, that is a point often overlooked regarding the licensing issue for 
jpgs.
I suspect though, that Microsoft might be aiming this at casual 
photographers, the digital P&S home users. That is after all the
bulk of the market. I absolutely agree that HD seems very unlikely to appeal 
to the LUG end of the photographer spectrum. However,
as a parallel, have you noted that mp3 is now reintegrated into their media 
player? I think that there is a considerable consumer
resistance out there to proprietary formats or DRM. Especially if the 
customers can avoid paying for something!

as popular jpeg, is it is not free or on the public domain. companies
pay millions in royalty to use it, if microsoft can offer it cheaper,
they might have a case. if they can convert some camera companies,
then watch out.
