Ted;
The paperwork is in limbo now, as the congresswoman pushing the  
paperwork died a few weeks ago herself.
A bout with cancer that went into remission, and then a took a turn  
for the worst.
I knew her professionally, over the past decade and a half. My mother  
knew her from when she went back to school to work on her MA.
Tough day all around.
