Nathan,
Similarly contradictory here. While the consumption of marijuana is legal, 
carrying and owning it is illegal. The small trade in head shops was 
tolerated, for a while, which let Zurich become Amsterdam's successor as 
european dope tourism top destination, but now is punsihed again.
