Jim:

I grew up along that river and during the crabbing season, those buoys are
everywhere!  Last fall, I wrapped one around the propeller of my motorboat
and had to get out to unwrap it as the sun was going down and the air
getting colder!

yes, each is a buoy attached to a crab trap by about 15 feet of line.
