All it tells me is that it was shot with a pretty abysmal lens - and 
that someone has possibly overdone it with some very ham-fisted noise 
reduction. The detail has all but disappeared - probably shot with a 100 
USD kit lens (which can deliver, but often doesn't, depending on the 
light) like the one sold together with the 300D (D-Rebel).
