You go through Paypal.  ( and be prepared to make the complaint to your CC
company, as there are time limits on these things.)

I just had to do this over the past month or so.  ( I had to ship the
defective item back to the seller, who did not pay me.  Giving Paypal the
return shipper tracking number was the easy way to get repaid.)

Takes a good 2 weeks.  Or more.
