Hi Bruce,
In HK the maximum tax rate is 16%, if you send an email to Internal  
Revenue in the morning you get an answer in the afternoon.
You receive your full salary every month / week and taxes are  
collected only twice a year. The tax form, in Chinese and English,
is 4 quarter folds wide. It is one of the simplest and lowest tax  
regimes in the world. So, most people in HK tend to pay their taxes but,
of course, there are some who try not to.
