Jayanand, Lightroom does not have layers as you mention. It uses instead
non-destructive edits stored as metadata even with non-Raw formats
You can apply variable graduated filters and the adjustment brush is the
tool to apply a large range of local adjustments. It has variable feathering
and optional automasking. It will dodge, burn and sharpen and much more
besides in local areas.
You can point sample and use the equivalent of the target adjustable tool
with scrubby slider.
You can drag any part of the histogram to mid-tone if you want.

It also has an efficient white balance tool. The eyedropper option in that
allows you to set any point you select as neutral

If you can do it in Raw with Photoshop you can in LR too of course.
