When I lived in France all windows were shuttered and nobody went out 
without locking all the shutters. In fact, IIRC, the shutters had to be in 
good condition and shut for the house contents insurance to be valid.
When I got home i opened all the shutters in the rooms I was using.
It was a good way to keep cool without aircon too, keep shutters and windows 
shut on the sunny side.
This house "defence" is not really any different to any in France, as long 
as the barriers are removed when occupied...
