Barring the probability of actually having 2 rubbery ( or silicone) pads big
enough to pull this off.... and just in case it is an emergency and you just
MUST get them apart......

This is a last ditch technique.....

Using 2 sneakers. Put filters to be separated between sneaker bottoms.... DO
NOT WEAR SNEAKERS..... USE YOUR HANDS..... twist one with respect to the
other... the filters should come right off......

I have been told that placing the filter face down on a rubber sheet will
give you enough friction to unscrew the step-up ring.  Might be worth a try.
