Still don't know if by "arrested" you mean handcuffed by real policemen
and put into a mass pen with pimps, murderers and rapists or sent to the
principles office upstairs with the no pain dentists offices by the rent
a cops. 

Also don't know if you didn't manage to see the small or large signs
saying not to photograph as I'm sure few would have any way of knowing 
you'd not be able to photograph in a mall unless there were signs posted
in noticeable places. Why would they harass the public like that
otherwise? It couldn't be good for business.
And lastly in which style were you photographing? Were you in peoples
faces clicking away and at their kids? Or were you blending into the
woodwork surreptitiously taking the backs of peoples heads and buts from
under your trench coat? This might make a difference between informed
politely that there is not photography in this mall and hauled off in handcuffs.

And curious what your job description is:
nice looking older man?
20's something with piercings and tatoos with touches of green in hair?
purple Mohawk 80's retro?
eternal hippy?
unbathed eccentric?
Maoist clutching red book?
that's all I can think of
other than high school letter sweater jock with blond flattop.
Shouldn't make a difference but of course it does.

Did you argue with the "cop"?

As far as street photography goes the less personal style the better. It
pays to look "average" the best you can. A pink florescent hunters cap
might work.
