I can understand that.  I can also understand that if they think we're
suspicious, they would want to hold on to the money for some time so that if
the buyers make a claim, PayPal still has the funds.

What I don't understand is that after faxing a bunch of personal information
to them (credit card statement, energy bill, driver's license), they've
still decided to close our account, and they won't really say why, other
than they don't like our using one-time credit card numbers.  Except in this
instance, we're not trying to put money in with a credit card.  We're trying
to get money out.
