A rational actor doesn't have to be a panty waist! ;-)

The scheme applies if the Mongols are rational actors as
well.  Then both parties could have good info, make their
own risk/reward cost/benefit calculations and decide how
to address a problem.

But a rational actor faced with outright violent agression
would surely retaliate.  It's the rational thing to do :-)
