Aha! *How* to retaliate is yet another issue.  I was going to
suggest "tit-for-tat" because I recall that strategy "won" the
most from my game theory books (got to study with Schelling,
an old game theory pioneer and Kennedy era nuclear strategist.)

But then I thought about the success (hard word to use, but
whatever) of overwhelming force, and well, I then surmised
that the nature of retaliation would be (1) situational or
(2) at least based on principles unknown to me.

Maybe in the next life I'll go to West Point :-)
