Youxin should be able to fix you up.

What is happening is that the slow speed engagement mechanism isn't
springing back completely and consistently into place to retard the second
curtain.  Maybe the mechanism is gummed, or got a bit of old grease stopping
it from engaging fully, or the spring has lost its strength. 

At higher speeds, this slow speed mechanism is purposely moved out of the
way completely.  That's why your high speeds are working fine.

... slow speeds begun mulfuncitoning again, work inconsistently, sometimes
do work at their designated speeds, sometimes got stuck at higher speeds. 
Unpredictable....
