Penelope is actually funded and sponsored by Qualcomm, and not Mozilla. It 
is 
hosted by Mozilla. The original author of Eudora, a Qualcomm employee for 
many years, has been given leave by his employer to write a new program that 
does not contain any Qualcomm proprietary information in it, with the hope 
and expectation that his new program will be something that Eudora users can 
move to, at which point Qualcomm will feel OK about dropping Eudora.

The Penelope project was almost certainly slowed down by having its 
underlying platform (Thunderbird) get restructured.
