When I lived in Iran, the custom was to drive with the lights on 
until you met an oncoming car or truck.  Then you would both turn 
your lights off!  Supposedly, the lights blind the driver and both 
drivers could see donkeys and people in the road better with the 
lights off.  I don't think it worked in reality. The road that we 
used to drive from Tehran to Arak was one of the most dangerous 
highways in the world.  There were always carcasses of buses and 
trucks littering the road.
