my only experience with IS = 100 - 200 2.8 L
and yes it does work as advertised at slow speeds;
as in handheld at 1/30 at 200 mm providing remarkably sharp images.

I cannot (or very very rarely) achieve similar results with my Leica  
180 R apo at 1/30 or even 1/60 even on a mono pod.
