I'm using the Acer 620ST scanner which does film as well as 
reflective material and is inexpensive (I paid about US$190).

On prints and b&w negatives without too great a contrast range, its 
performance is acceptable. It falls down on transparencies with 
with lots of dark areas.  And pre-scan color adjustment is tricky.

But, I guess you get what you pay for.
