Jayand,

You are right!  Maki-e it is!  I brought the pen to work today and a 
Japanese friend translated some
of the words on the literature.  The theme has to do with the Emperor's 
Dragon, or something similar.

It was a nicer gift than the Manneki-Nekko (beckoning cat) or the bottle 
of Shoochu.
