There is an unspoken deal between the Party and the people. The people gets 
to make money. The Party gets to play politics. As long as the 2 don't meet, 
life is good.

The 2 biggest problem China has today are 800 million peasants and rampant 
corruption. The Chinese government must solve at least one of those problems 
fairly quickly.
