The focal length of the lens is not the issue in a tilt shift view camera 
world Richard.
You can use tilt and shift with any focal length lens.

Simply speaking:

Shift allows you to (perhaps) not tilt the camera;
assuming you have a large enough image circle to play in.
As long as the image plane and lens plane remain parallel
Bob can easily use his "flex" shift to stitch to the full extent of his 
image circle
both horizontally and vertically.

Tilt (and swing) allows both close and distant objects to be in focus.
But when Bob tilts to achieve this effect
he has no easy way to see what the focus is at the extremes of his 
"shifting."

And - yes - the perfect landscape, architecture and studio camera remains
a view camera with full shift, swing and tilt movements because it allows:
near to far focus
image plane to remains vertical
etc.
